With a 40% illegitimacy rate in the US, should marriage be reaffirmed or degraded?

My personal belief is that marriage should be reaffirmed, but using Scandinavia is not a good example. While the illegitimacy rates there might be correct, they still have a very high literacy rate and do much better than U.S. students in those international education tests. I haven't seen anything relating to them being less healthy and those countries tend to have a much lower crime rate than the U.S.
