Communication problem between team members and me?

I have started working on a new project in a team of 4 since last few days. We are in the initial phase where we need to brainstorm design and take decisons. Whenever I go to the meeting I feel as if there is no discussion and the decision is already taken by the other 2 people before they come to the meeting. Both of them (infact all 3 are from same place) are more comfortable with each other talking and discussing in their language(not english) when sitting on their desks since they sit near each other while I am quite far in other section. I totally get that and have no issues about that. But I have issue when I am feeling completely left out and there is no formal exchange of ideas.I have talked to my lead but my lead is new and doesnt care as long he is not pulled in for discussion.i am thinking of voicing my concerns to my manager..Any suggestions
