I am in the middle of deed and Lieu and cant get the 2nd mortgage to give mean aanswer?

I bought a condo in 2005 for 80k and owe 60k on the 1st and 10k on the 2nd and is ony worth 65 -70 Now,I cant sell or will lose alot,cant rent it and dont want to,I am considering a deed and lieu but can not get the 2nd Mortgage to to settle or just give me an an answer
