Is tomorrow a public or bank holiday? and why have i been told that i have to work with no dayor pay in lieu?

It is a Public holiday. My husband works for English Heritage (Government owned) and does not get paid extra and is not entitled to a day off in lieu. They are different than Bank holidays which are usually in contracts of employment.
