Can someone recommend a cheap landline alternative that appears as one?

I have a friend in prison and he can only receive landline calls with the company, "JPay.com". Would Magic Jack Work for that or is there some other cheap solution someone could recommend in lieu of a monthly charge of $20 or more since that would be the only time I'd be using the phone line.
